What the plan includes:
Support for low-income households
Around £5 billion of the funding is ring fenced to provide fully funded home upgrades for low-income families who might otherwise be unable to afford modern energy saving measures.
Loans and grants for all homeowners
All homeowners will be eligible for government-backed, zero and low-interest loans to install clean tech such as solar panels, heat pumps and batteries. A £7,500 universal grant for heat pumps also plays a central role in making low-carbon heating more affordable.
New rules for renters and new builds
The plan includes updated protections for private renters and support for landlords to bring energy efficiency up to minimum standards, aiming to lift households out of fuel poverty. The Future Homes Standard will also require new homes to be cheaper to run with energy-saving technology built in.
